This is Cable Woman stage, a very good level created by Ratty for Make a Good Mega Man Level 3. Nice references to Volt Man's stage from the first DOS game (thankfully without those mosquitoes!). You will find Cable Woman stage in tier 14, as the 20th place entry of that contest/fangame!

This charming SAGE 2025 demo of the fangame Mega Hat offers 5 stages (Intro + 4 Met Masters’ stages) for players to experience a day in the life of a Met. You’ll be able to feel the power of an immovable object by using your (very) hard hat to reflect shots back to foes!
Unfortunately, since this is a challenge video, you won’t see that new mechanic here, but I strongly recommend that you try out that wonderful shield when playing this demo. It’s awesome! Just keep in mind that glowing projectiles cannot be reflected (they will pierce through your hat and deal damage).
All in all, a solid demo worth one’s time. I’m looking forward to the full game!
