Lorain County Correctional Officers Beat Man and No Charges-Sheriff Phil Stammitti Justifies Conduct  @mariahcren

On 12/27/2021 Derrick Ray was an inmate at the Lorain County Jail when he was struck several times by correctional officer Joel Miller. The reports state: "aggressive and unpredictable behavior" by Ray who was "disruptive" . Miller used " (9) closed fists and (3) elbow strikes" to get Ray under control. According to the report Mr. Ray had only taken his psychiatric medications 7 times in a month and refused to take them while in the jail. Miller claimed Ray "attempted" to spit on him. There were 5 correctional officers on top of Ray "attempting to get him to become compliant". Dennis P. Will, Administrative Officer recommended no discipline for Miller and Sheriff Stammitti Concurred. The report from Miller stated "not a lot of force used". Mr. Ray's head was on a concrete floor as blows were leveled against his head.
There is no evidence in Miller's file he is trained to deal with persons with mental disabilities. Ray is described as having severe mental health issues. Miller was ordered to take remedial training for Self Defense and De-escalation Techniques. Miller resigned from the agency. This incident was never reported to the Lorain County Prosecutor for review and possible charges. The file had been placed in a separate file which was inaccessible for public review.

The video clearly shows there was unnecessary force used on Mr. Ray and Joel Miller was not justified in his conduct and should not have been able to engage with a mentally unstable inmate especially since he had not received the necessary training need to de-escalate. Sheriff Stammitti is up for re-election.
