(Audio is delayed for almost 1 min)Former Police Commissioner Ying Liang "Teri" Wang was finally cited by the CPD after months of disrutptions, personal attacks on commissioners, and citizens attending meetings. Wang has disrupted public meetings in City Hall has racked up almost 50 incident reports involving mostly civil complaints. Wang rants for over 1 hour, refused to give her ID, then tries to flee from the building before recieving the citation. Wang was not arrested.
Mayor Bibb appointed Wang to meet the "migrant" position required by the New Charter amendment. The Consent Decree required the commission to be established and residents made it permanent. Bibb's appointments have rendered total chaos since he was elected 6 years ago and in violation of the City Charter the Commission has been stacked with his friends and friends of the Chief Ethics Officer.
The Commission has not heard 1 complaint in the 12 years the Commission has existed. Mired in chaos from day one, nothing under the former Mayor Frank Jackson and now Bibb have held one peace officer accountable. On August 26, 2026 Wang verbally attacked Pastor Aaron Phillips and caused so much chaos the meeting was shut down for over 90 minutes. This is not the first time Wang has successfully shut down government business. Pastor Phillips made mistakes in his younger life and paid his debt to society.
It has been 20 years since Phillips paid the high price of losing his law license but that did not stop Wang from bringing his past up in the meeting. Phillps is a pastor with a re-entry program to help people like him who messed up and are trying to get back on their feet after paying their debts to society. After standing over Phillips pointing her finger in is face and screaming accusations things blew up. Phillips looks to the police to stop her with no movement he engages Wang with his arms behind his back which led to the commission recessing the meeting and calling for everyone to leave the room.
Wang doesn't stop there, she attacks Commissioner Piet Van Lier calling him a "skinny White man". She begins to level verbal attacks on Monitor Charles See telling him he should be ashamed of himself for speaking to someone. She aims a verbal attack on Commissioner Sharena Zayed who walked past her calling her a "bobblehead". She attacks Commissioner Maya Kincaid and continues her rant.
Finally, Wang was ordered to leave the room and for over 65 minutes she refused to obey a lawful order. Not the first time. Wang provokes people with her words that creates chaos and division, often pretending she is exposing corruption. Nothing she ever says is true but people who do not know her believe she is the victim. Why did the CDP allow Wang to repeadetly distrupt meetings for over 2 years without any citations? Why did the COP Dorothy Todd allow peace officers to stand by and not enforce Ohio's laws that they took an oath to uphold? Why has the Mayor and Law Director Mark Griffin, and City Prosecutor Aqueelah Jordan permited Wang to disrupt city business and attack citizens in meetings? No citations. No arrests. Nothing until August 26, 2026, why?
The question that continues to haunt Wang is, is she an American citizen? It comes into question because her social media page cites Shanghai, China as her home. She praises China in public meetings, levels vitriol against the United States, and publicly condemns the use of FLOCK cameras to "find illegal immigrants". Wang has over 24 different aliases and variations of her Chinese born name and 4 different birth dates. She has voted in over 3 counties in Ohio. She considers the question to be defamatory, racist, and xenophobic. Wang's constant disruptions have led residents to ask is she a Chinese agent here to disrupt our government.
On September 9, 2026 Wang appeared in Cleveland Municipal Court to face charges of disorderly conduct and disrupting a public meeting. In Ohio if a person refuses to give their identification when a peace officer requests it, officers are required to arrest the person immediately. Wang was not arrested for refusing to identify herself. She was not cited for disobeying a lawful order. Wang was treated very differently than other people of color. Why? Wang was given 2 public defenders on Wednesday at tax payer costs. Wang has a special prosecutor assigned to her cases who will now after 2 years of harassing the public and shutting down government meetings the City is finally acting. Why have peace officers assigned to the Commission been permitted to allow Wang to wreck havoc? I have written multiple stories on my Facebook Platform revealing the trail of chaos Wang has caused which only emboldened her bad conduct where it finally culimnated August 26, 2026 into criminal charges. Now the public asks why have 2 public defenders been assigned on 2 misdemeanor charges to Wang who also has a special prosecutor? Residents want to know and the deserve better!
