I put Rain of Arrows on the second weapon set where I also have the Cultist Bow (it has base flat chaos damage). Withering Touch will only apply Wither Stacks with Chaos Damage and we would only get Chaos Infusion with a Tier 3 Uncut Support Gem therefore a Cultist Bow is required. Rain of Arrow hits many times per attack which is why it's chosen for applying Wither.
Keep a Level 7 Skill Gem in case you get enough Intelligence for the Despair Curse. 52 Intelligence is required for that Curse and it will improve your damage by quite a bit.

*Waystone Tier Progression*
Boss nodes are crucial for getting to Tier 15 Waystones quickly and building up a map base to sustain red waystones. Before I have a T6-T8 Waystone I path towards bossing nodes with lower tier Waystones as these are easier to sustain without Boss Nodes. Once you want to progress to higher tier waystones you start using your higher ones on Boss Nodes. Chances are that if you have killed a couple bosses one of them will drop a boss precursor emblem which allows you to add more boss nodes with a tower.
*Beginner Advice about Gear Progression*
I would stick with the Dualstring Bow Base (Normal, Advanced & Expert). They are available at 28/55/78. If another bow base is significantly better than your Dualstring Bow you might want to switch to that and replace one of the links with Scattershot and see if that setup is better.
You are looking for %inc. Physical Damage and flat Physical Damage, additional Levels to Projectile Skills on your bow. If you roll a decent bow I would use Blacksmith Whetstones, Artificer's Orbs and Iron Runes on it.
You can roll Physical Damage on your Quiver, Rings and Gloves. Additional Levels to Projectile Skills on Quiver and Bow is helpful too. Quiver can also roll "increased Damage with Bow Skills" which will help.

You will need two Strength Nodes for Shield Charge and a Level 3 Skill Gem. The Shield Charge Setup is not necessary.
Frostbomb is to give this build some more AoE clear since Ember Fusilade is not good at clearing large packs. This becomes especially noticeable in Deshar and Spires of Deshar. Once you have Fireball you dont need Frost Bomb anymore.
Cast Fireball when Ember Fusilade is hovering.

I pathed first to All Natural and then went for Volcanic Skin.
*Gear Progression*
Look for +Levels to Spell Skills Gem at the Vendor. +Levels to Gems will provide flat damage. %increased Damage is important too but I would prioritise additional Levels to Gems over that. You can also get +Levels to Spell Skills on Staffs, Focus, Wands and Amulet in the Normal Campaign.
*Resistances*
For Act 1 you want Cold Resistance. In Act 2 you want Lightning Resistance for the final Act 2 Boss. If you do the Elemental Offering (Act 2, Buried Shrines) you can choose a Topaz/Ruby/Sapphire Ring. Vendors can also sell Resistance Rings. If you do not have enough Resistance Rings I would consider gambling for one at the Vendor (Risu at Act 2, Alva at Act 3) if you have sufficient Gold. The Act 3 Boss will cause all 3 Elemental Damage types, but I would prioritise getting high Lightning Resistance. You can socket Glacial/Desert/Storm to get 12% Cold/Fire/Lightning Resistance.

Build is also outdated. If I were to do this run again I would probably go Trickster and Necromancer with Flesh Offering. Both Raider and Gladiator have been nerfed and are not ideal anymore.

*Gear Progression*
Look for +1 Physical Skill Gem Wands and/or Physical DoT Multi. If you get one with an open Prefix you will be using that for the entire Exarch&Eater run. You want to pick up unidentified Rares early on for Resistance crafts. You also need to sell some identified rares so you can craft the Spell damage recipe onto your wand in case you do not get a wand with good prefixes.
In Merciless Lab you want to farm Exsanguinate of Transmission or just buy it. Transfigured Exsanguinate has built-in Chain as well as a lower base cast time and higher base duration. This comes at the cost of lower hit damage and damage effectiveness but these stats are not important for us. You can also farm quality for your Exsanguinate but I do not think its absolutely necesssary.
Once you enter maps or early maps you are looking to have a 4-Link for all your damaging skills. Also, if you did not get physical dot multiplier unveil and you do not have it on your wand yet in the campaign I recommend doing Jun Missions and/or picking the Keystone All Hands. *Spectral Throw Specific Advice*
I recommend positioning opponents about 3/4 of the maximum distance that your ST can travel to maximise damage. If possible try to put bosses next to walls/obstacles so ST can bounce off them and return faster. Also dont use Snipers Mark before you have at least 2 Projectiles.
*Support Gems*

Act 2 - Spectral Throw + Added Cold Damage + Elemental Damage with Attacks/Trinity.
Once you go for Crit (early maps) replace Added Cold Damage with Nightblade Support.

*Gear Progression*
You want to do essences in campaign and use them on your claws just in case if you get unlucky identifying claws and dont find anything useful.
Flat Damage craft on jewelery helps a lot with getting more damage but they cost 4 Transmutes. Once you are in maps you will want a decent +300 eDPS claw otherwise progressing into red maps will be hard. You also switch from Dual-Wielding to Claw and Shield. Going for essences early is definitely a good option. Anguish, Torment and Suffering will give flat damage for jewelry. Hatred, Anger and Wrath will provide flat damage for your claw.
