EU High Representative Kaja Kallas said work is continuing on new sanctions listings against Russia, with EU Member States adding even more names and entities to the process.

Speaking ahead of the Informal Meeting of Foreign Affairs Ministers — Gymnich in Druids Glen, County Wicklow, Ireland, Kallas said the EU had started with fewer listings, but Member States have since brought forward additional proposals.

She stressed that every listing must be checked carefully to ensure it is legally sound — a process that takes time.

But Kallas warned that the growing wave of hybrid attacks across Europe should serve as a wake-up call.

She said countries that have not been strong enough on Russia must understand that ending the war requires all EU Member States to focus their efforts.

Her warning was sharp: Russia’s hybrid attacks are not isolated incidents. They are a test of Europe’s unity, resolve and ability to act — and every country must now step up.
