EU High Representative Kaja Kallas spoke ahead of the Informal Meeting of Foreign Affairs Ministers — Gymnich in Druids Glen, County Wicklow, Ireland, warning that Europe faces a full agenda of urgent foreign policy crises.
Kallas said ministers would first discuss the latest attacks, which she said have “all the hallmarks of state-sponsored terrorism.”
She noted that Russian ambassadors have already been summoned in many EU Member States, and said ministers will discuss what more Europe can do in response.
Kallas said the EU already has 1,600 listings in the pipeline targeting Russia’s military complex — with the possibility of adding more.
Ukraine will remain central to the discussions. Kallas said Russia is escalating, killing civilians and trying to cause as much harm as possible.
She said ministers must coordinate how to put more pressure on Russia so that Moscow ends the war.
Kallas also said EU foreign policy must become more effective, pointing to the problem of unity versus unanimity. In today’s geopolitical context, she argued, Europe must be more agile and able to react faster.
The Gymnich agenda also includes Europe’s role in multilateral organisations, where Kallas said the EU pays a lot but is not always represented with one strong voice.
On the Middle East, ministers will discuss freedom of navigation in the Strait of Hormuz and the Red Sea, EU naval operations, cooperation with Saudi-led multinational efforts, and the situation in the West Bank.
Her warning was clear: Europe must stop reacting too slowly. From Russia to Ukraine, from the Red Sea to the West Bank, the EU must speak with one voice — and act with greater force.
