What it would take to design a generic energy facility with autonomous operations, defining what that means, the technologies involved, high-level design considerations, and standards, guidelines, rules, and regulations that are available?
Having truly autonomous operations would mean moving a human completely out of the loop by enabling a control system to manage everything from startup to shutdown. This is completely unheard of in a complex facility.
Any slip up, any accident, any mistake, no matter how small, could lead to a potential event, and we rely on people to respond quickly and safely. Knowing this, one still wonders, is it possible to take the person out of the loop? By moving a person out of the loop, the safety concerns, those of possible injury or worse, are mitigated. But is that enough? What else do we gain?
