People celebrated in the streets of West Belfast. On August 31st the Irish Republican Army had just announced a permanent ceasefire in Northern Ireland The British and Irish governments had insisted on it, if the IRA s political party Sinn Féin was to participate in peace talks. By October 21st British Prime Minister John Major was convinced the ceasefire was genuine. I am now prepared to make a working assumption that the ceasefire is intended to be permanent. More than 3,000 people have been killed in political violence since 1969. Many in Northern Ireland have suffered-some at the hands of British troops and Protestant paramilitary men, others because of the bombs of the IRA. The ceasefire doesn't mean the IRA has abandoned its goal - it still wants Britain out and Ireland united.
