You can install a Ring Security system in a place without internet but you have to have internet and the Ring app on your phone to set it up before taking it and installing it in a place without service. You will have to rely solely on the audible alarm and you will not receive messages on your phone. You also cannot have it monitored.
For me this is a temporary situation because I am getting WiFi installed in my shop soon.
