This is the "full" strategy that would be used to obtain Ice Arrows without opening a single door. This is TAS.
Please (again) skip the part where I void out a few times in Gerudo Training Grounds, I forgot to damage to suitable health.

1: We set Farore's Wind in the Water Temple Boss Room using Down A Restricted Items for later use.
2: We obtain a timer, dupe a bottle over the trade item slot and pause it by voiding out in Death Mountain Crater. In this case, the eyeball frog timer is used, and the eyeball frog is equip swapped for later.
3: We go to Gerudo Fortress and play bolero as we void out. This sets our last entrance to the warp pad in Death Mountain Crater. We then use the Gerudo Archery Minigame (more on this below) to perform a timer expiry wrong warp to Hyrule Castle.
4: We perform a Farore's Wind Dive to return to the water temple boss room using the coordinates that we entered Hyrule Castle with and zombie walk to the loading zone behind the door to return to Water Temple from Water Boss.
5: We set Farore's Wind at this entrance (Water Temple from Water Boss) for later use.
6: We obtain a timer again, dupe a bottle over the trade item slot and pause it by voiding out in Death Mountain Crater. The eyedrops timer was used this time, obtaining it by trading the fake eyeball frog.
7: We play serenade for the correct cutscene pointer and Farore's Wind Dive into Lon Lon Ranch, setting our last entrance to Water Temple from Water Boss while being on the Lon Lon Ranch map.
8: We perform another timer expiry wrong warp, taking us to Ganon's Tower from Ganondorf Boss and set Farore's Wind there.
9: We warp out of Ganon's Tower and go to Gerudo Fortress, where we do a relatively precise backwalk towards the Gerudo Training Grounds loading zone while in the Remote Control Epona state (being in the air will not make you "airborne" so you can still use items and walk freely) and Farore's Wind Dive into Gerudo Training Grounds.
10: We zombie walk in bounds and weirdshot our way to the ice arrows after loading the room via the loading plane between it and the lava room which was loaded by our Farore's Wind Dive.

Essentially, two timer wrong warps are used to access the Ganon's Tower from Ganondorf entrance which is unused in regular gameplay, and then a Farore's Wind Dive is performed using those coordinates.

Nothing about this strategy is version exclusive, except maybe which cutscenes work for the timer wrong warps (this was NTSC-1.2). However, I imagine it could be sped up with certain version exclusive glitches.

There may be strange artifacts in the video (such as the map screen displaying areas contrary to areas the game thinks I have visited) however these are just a result of how I set up the starting point of the macro with gz and do not impact the strategy itself.

I say "full" because there is a little bit of setup I neglected to include in this video, because I didn't want to do the hover to Morpha, those being:

Entering Morpha's Room: Hover to corridor then ground clip the door from the main room. On VC this is trivial with stick isg. On N64 you will have to get Return A ISG (I haven't tried) off the water level changer after accessing it with scarecrow song.

Playing Gerudo Archery without Carpenters Freed or Gerudo Card (strategy by natalyahasdied): There is a shared flag between this minigame and the super cucco minigame at Lon Lon Ranch that makes the Gerudo actor think you have just finished playing. If you prevent this flag from being unset at the end of the super cucco minigame (and don't reset or game over as this will clear the flag) then enter talking distance of the Gerudo, the text box that usually displays after the minigame will appear and you can choose to "play again". Blank B: Blank B can be obtained without game over (as this would clear the flag required for gerudo archery) and no doors by stealing the fishing rod using a trade item timer: youtube.com/watch?v=74CA9BlFn-k
