To unlock VSA and H2H in Fifa mobile you need to finish the tutorial. More specifically, go to Play, Division Rivals and the pop-up guy will appear. Just finish the Head to Head match and the Versus match from the tutorial and then you'll be able to unlock them to play versus your friend. I hope this video helped.
