To unlock Lu Bu’s Dynasty Tactics Outfit in Dynasty Warriors 3: Xtreme Legends, you first need to trigger the Battle of Chi Bi Special Stage. To do this, you must have cleared both Dong Zhuo’s Musou mode (to unlock the stage) and Lu Bu’s Musou mode (to enable the special version).

Once that’s done, play the Battle of Chi Bi (Xtreme Version) on Very Hard as any character except Lu Bu, and win. Completing this battle also unlocks the Bodyguard Costume (White) and Music Track #37, called “Special Stage,” which you can find under Options → Sound → Sound Test.

To actually access the secret stage in Free Mode, hold down L2 and R2, select Battle of Chi Bi, and while still holding the buttons, select Dong Zhuo’s Forces. If done correctly, Lu Bu will not be available on the character selection screen, the stage will have special music not found anywhere else in the game, all enemies will be wearing silver outfits, and Lu Bu will appear in his Dynasty Tactics Outfit.

After winning, you can equip the costume by highlight Lu Bu on the character selection screen, press L2 or R2, and then press Left or Right on the D-pad once. Just be aware that pressing again will move to the next character like normal.
