Juan's team is mostly easygoing, but the final Pokémon can be a challenge. Luvdisc shouldn't pose much trouble; its high speed might let it attack first, but Electric or Grass attacks will quickly weaken or faint it. Whiscash, being Water/Ground, is immune to Electric attacks but vulnerable to Grass. Focus on Grass moves, but be wary of its Earthquake.
Sealeo boasts high HP, Special Attack, and Defense. Grass and Electric remain effective against it, and thankfully, it lacks Ice Beam. Aurora Beam has a chance to lower your attack but won't freeze you. Crawdaunt is weak to Electric, Grass, and Fighting-type moves, so exploit those weaknesses.
Kingdra, the final Pokémon, presents the real difficulty. It's a Water/Dragon type with only a Dragon weakness. If you have a strong Dragon-type move, use it for double damage (or triple with STAB). Otherwise, unleash everything you have and hope for critical hits or beneficial effects. Kingdra might use Double Team to evade attacks, and Rest to restore its health while putting itself to sleep. However, it holds a Chesto Berry to wake up immediately after the first Rest. Subsequent uses will leave it asleep for two turns.
With perseverance, you'll overcome Juan. If necessary, grind your Pokémon a few extra levels. Victory rewards you with the Rain Badge, allowing Waterfall use outside of battle and obedience from any traded Pokémon. You'll also receive TM03: Water Pulse, a decent Water attack with a confusion chance, but not quite as strong as Surf. Teach Water Pulse only to Pokémon who can't learn Surf, as it might prove useful in specific situations.
