Steps:
1 - Run OpenIV
2 – Go to audio archives (pc\audio\Sfx)
3 – Open resident.rpf, make sure you are in "Edit mode"
4 – Select file you want to replace
5 – In context menu click “Replace”
6 – Choose new file. Make sure your file have no extension!
7 – Done
On the other hand, you can simple drag-and-drop new file
