Here's how to defeat Simon on NG+ without using the Roulette Picto/Lumina. I was Level 99 here but after seeing the damage I dished out, it is possible to defeat Simon at Level 80.

Simple strategy for New Game (First Playthrough). Build up to S Rank by shooting and then do a base attack. Use Steeled Strike in your second turn to end Phase 1.
For Phase 2, build up some Gradient Bar and try to get it to close to Level 3, but dont reach Level 3. Skip your turn. The Duolliste will attack but you wont die because of Simosos Perk.
When it is Versos turn, reach S Rank again followed by a base attack. For his next turn, he will absorb the Gradient Bar. Apply Mark on the enemy and then do End Bringer. If the Mark stays till the end, the enemy will die or if Roulette triggers as many times as possible per hit. Ive done it without Roulette but found it to be easier than having Mark stay till the end.

This is a Express Hazardous order where you have 50 minutes to gather 7 Chiral Sculptures spread around all of Australia from enemy outposts - especially on Brutal Difficulty. Completing it rewards you with PCC Level 3 which lets you develop pre-upgraded level 2 structures. This is on Brutal difficulty with an S rank.
