Simple strategy for New Game (First Playthrough). Build up to S Rank by shooting and then do a base attack. Use Steeled Strike in your second turn to end Phase 1.
For Phase 2, build up some Gradient Bar and try to get it to close to Level 3, but don't reach Level 3. Skip your turn. The Duolliste will attack but you won't die because of Simoso's Perk.
When it is Verso's turn, reach S Rank again followed by a base attack. For his next turn, he will absorb the Gradient Bar. Apply Mark on the enemy and then do End Bringer. If the Mark stays till the end, the enemy will die or if Roulette triggers as many times as possible per hit. I've done it without Roulette but found it to be easier than having Mark stay till the end.
