This is a short video on how to change the desktop background in Windows 8. This is NOT how to change the Metro UI screen background (the first screen you see after login). If you want to change that background, check out my other video on how to change the Metro UI background. This same procedure will work in Windows 7 as well, as the Desktop portion of Windows 8 is very similar to Windows 7.
