Rats have always been around the Muppets and Jim Henson wanted to expand that role when Steve Whitmire joined his studio. Rizzo the Rat stemmed from Henson wanting to give Whitmire more to do and trusting him to take the lead on some important additions to the Muppet cast for television and movies.
