How bad is panhandling in Dayton? We wanted to find out that answer nearly one year after Dayton's panhandling ordinance being enacted, and whether panhandling in Downtown and the Oregon District has increased. We took a daytime walking tour around Downtown to see how many panhandling solicitations we would receive.
