According to the in-game tooltip we are not supposed to be able to stack over 30% of (Skill) CoolDown Reduction from RFs on HGs.
The limit has worked that way for a good time until something broke with the recent client updates and you can now spam HG skills without worrying about cooldowns.
Contender in this video is receiving a total of 72% CDR. This also means that you can have M9 throw her flashbang skill again and again stunlocking every non-boss type enemies until they are dead.
Whether this works on EN/JP is unknown at this time.

Picked up a game called Fights In Tight Spaces (no joke, its really what its called) on Steam. Was surprised at how much fun it was!
It does have the dreaded Early Access sticker on it but this is leagues better than your typical barebones prototype EA titles you see float around. The gameplay is completely playable with almost no bugs and has good replayability even with its remarkably short gametime per fight.
