Apparently Youtube wants to make it more difficult for newly created accounts to be able to have a custom URL. Instead of getting a custom URL when you sign up, you used to be able to go into your advanced Youtube settings and claim a custom URL. They've since removed that, and you now need to meet their "eligibility requirements" to get something that used to be included with all accounts!
