Are Europe and Russia really heading towards war? Or, are they already in conflict? Traditionally, war meant direct clashes and open battles. By that definition, Europe and Russia can't be said to be at war. Yet the understanding of modern conflict is broader. The EU is already arming Ukraine, while Russia is accused of cyber attacks, sabotage, and spreading disinformation across the continent. Such moves better align with proxy and hybrid conflict. In the end, the real question isn't whether or not war between the two powers will break out, but whether it's already happening in a different form.
