Run or jump your way over to the snow map part the is near Darklands Waypoint,
there is a point of interest and a mastery point, there will be Sunspear Ghosts and in the top level where there are the Earth Elementals you will find this item to pick up

Bought from Dunkuro after completing the heart near Lair of the Forgotten waypoint
