In this video, I show how to get your hands on a Police Transporter found in free roam area where different police cars spawn during nighttime.
This method differs from classic way to obtain this van since you do not have to get wanted level to make it spawn. You can just circle this famos cop-car area until it spawns, jack it, lose wanted level and save it.
This van is not as cool as the Riot, although it is slightly faster, has better acceleration and ALSO has a bulletproof windshield even after the EC/NE conversion. However it is not as durable and you also WON'T get any armor when entering it.
