In this video, I show how to obtain the EC other epsilon blue Dundreary Landstalker with EC other epsilon blue bottom from Michael's Strangers & Freaks mission "Unknowing the Truth" using a method which is useful for patched old gen and unpatched new gen. After I obtain it, I reload the save and show that it's still there.

There are probably multiple ways to get yourself near this car, using another character probably doesn't get you cops too, but the method I show is nothing hard either. Just make things easier for yourself and go to Epsilon building when there are no enemies by disrupting the mission with a wanted level or invent your own way. Otherwise, they can kill you with rather ease. Then just sneak to this car, block its doors and teleport inside it. Easy. You can also keep it when passing the mission, failing mission etc, as I said, MULTIPLE ways to get this car.
