In this video, I show how to get your hands on a Police Riot. After I obtain it, I reload the save and show that it's still there.
This is rather cool and rare police vehicle. It is rather difficult to get, but once you do, it will surely pay off.
Firstly, you will always get a body armor when entering it. Free source of armor, basically. Secondly, in V, this van ALWAYS has a bulletproof windshield (unless you do an EC/NE Conversion which removes it). This keeps you alive even during most intense police chases.
This van needs 4 stars to appear in highway roadblocks. However, it may not always spawn. In this case, reloading the save or even the whole game few times may help.
