This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
Note that even though the Mission is being failed, the Mission Attempt is never registered in the Stats! By failing this Mission to obtain the EC/EC2 Club is not hurting your Stats in any way, shape, or form!
To unlock these Cesar Missions in San Fierro, you first must complete Driving School. Driving School is OPTIONAL to progress the Story, but is REQUIRED for 100% Completion. After you pass Driving School and progress to the end of San Fierro, Cesar will call CJ and this call will allow you to buy the Car Showroom in Doherty. After you buy it, you will see a Red Marker in Doherty to begin such Missions.
Technically speaking, you could wait to do Driving School as well as these Missions all the way up to passing End of the Line, which is the final Story Mission in the game. Though, I don't recommend that. If you're going to 100% and you're HERE, already IN San Fierro doing Missions, you might as well DO Driving School and get it out of the way while you're at it instead of having to backtrack later on when you're doing Missions and such in another City. It can be easily missed, as well, so I decided to show it for the Guide at this moment.
Note that the SECOND instance of the EC/EC2 Club is much easier to obtain and it can even be done as late as after 100% Completion! Though, I am not sure which is best to obtain. For instance, the FIRST one doesn't COST you a Mission Attempt despite failing. The SECOND one isn't even from a Mission, but when you "obtain it," you'll get a "Vehicles Imported" Stat generated in the Pause Menu Stats and it'll raise to 1. So technically, the SECOND instance is somewhat worse to obtain because it leaves a trace in your Stats. The FIRST one wouldn't do that. It's up to you, though!
The EC2 on this Club can not be seen in-game and can only be seen when viewing your Save File under a Save Editor. Visually in-game, it will look like any ordinary Club.
There's an incredible UH (Unique Handling) Conversion in this Mission which you can see here - youtube.com/watch?v=xEcRpJgyhB8 - You can temporarily use the Conversion and convert any Bike into UH and experience it, however, the UH Property is removed after the Garage closes down on it. The UH Property is only retainable by a Garage in GTA Liberty City Stories and Vice City Stories!
