This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
Obtaining the EC2 Perennial along with the EC2 Voodoo is possible, but it won't be saving you a Mission Attempt since the Voodoo always requires a Mission Failure while the Perennial does not. In other words, completely pointless.
If you've done some Side Missions and/or acquired enough money for the Santa Maria Beach Safehouse before attempting "Big Smoke," you can push the wreck of the Perennial to that Garage rather than Ganton. Santa Maria Beach is technically a shorter push.
The Perennial can spawn with or without a roof rack. It's a variation. It changes by reloading the Save. Rinse and repeat until the one you like the most spawns, then obtain it. In this Video, I obtain it without a roof rack and in my opinion, it makes it look better without silver bars on top.
The EC2 on this Perennial is VISIBLE. It's the roof of the Perennial. Under normal circumstances, you can only modify the PRIMARY Color of a Perennial in a Mod Garage, but NOT the roof and you'll also never find a Perennial with a Black roof in traffic, either.
