The final opportunity to convert a vehicle into EC/EM without the use of OM0. I've tried to pass the mission, so it could be one time only, except I came across something that didn't allow me to move at all once the mission passed.
After you enter the marker at the alleyway, take out all Vagos, except one or two and take the nearby Blade. Park it on top of a Vago and keep that enemy alive. You'll need to keep that vehicle in the game's memory, while you go to a Mod Garage, so only drive that Blade and one other vehicle.
You may need to run to the Attrium to regain normal exterior world or just mark the Verdant Bluffs Safehouse on the map and run towards it.
