You'll need the Sawn-off shotgun to move the FCR-900 to the garage and a Lock-on Launcher. Use the Launcher to destroy the FCR-900 and to fail the mission. You'll need the shotgun to move the FCR-900 to the Doherty garage. You can take the tunnel as it is the most direct route to the garage, though you'll be going up hill.
