In this Video, I show how to obtain the BP Barracks OL, as well how to get the Rhino early from the mission "Arms Shortage" with passing the mission. After I obtain it, I reload the Save and show that it's still there as well the Bullet-Proof property on it.
While the Barracks is unlocked and free to be taken after passing the mission, the Rhino's doors are locked. You to block the doors of the Rhino in between one of the containers and a car, so you can teleport inside the tank. You need to store it in the garage before passing the mission. Then return to it to open and close the garage so the Rhino can be restored and unlock the doors.
The Rhino is normally obtainable either by getting 6-stars wanted level or get it from Phil's place after passing the final mission, making this the earliest and easiest chance to obtain a Rhino. That means you can take it to the Emergence Vehicles Export, thus completing it even before unlocking Shoreside Vale. That's why I covering this Rhino in particular, as there's nothing special about it. Just take it to the exportation and you get a Rhino anytime after finishing the list.
The BP Barracks OL can be converted into DP. On any platform besides Mobile, you can use the Taxi side-mission glitch to it. On Mobile, you need to use a passenger from a mission. I made a video of it alongside obtaining the EC Teal Kuruma. Not just I show how to do the DP conversion in that video, but also mention in the description the missions that you can do that. Just replicate that with the Barracks OL to however of the missions you used to the conversion.
