Basically you just need to do Outrider + Pimping, but if using 8-Track as setup it is needed to increase the driving skill first, because this stat resets to 0 on a new game. After Yay wanted level is once again reenabled, but it will not matter as much because SF and LV will no longer give 4 stars.
