I've seen this happen on a lot of people's videos, but my Kodak Zi6 camcorder had the most visible effect of fluorescent lights with magnetic ballasts causing horizontal yellow stripes on the video. This is caused by the clash between the 29.97fps frame rate of the video camera and the light flickering at the 60 Hz AC power line frequency. This produces yellow stripes on cameras using CMOS image sensors; CCD image sensors seem to be immune to it. Fluorescent lights with electronic ballasts do not cause the yellow stripes because they operate at a much higher frequency (ranging from around 400 Hz to several kHz).
