Do you have 12 volts at your license plate lights with the engine off, but only 6 volts with the engine on? Check fuse #2 on the fuse block on the side of the driver seat.
Tip: Also, check polarity on the license plate light connector on the rear door, in case it's been repaired before with crimp bullet connectors. Brown wire is ground. Corrosion and dirt might stop the fuse from blowing for a long time, but this was the root cause of fuse 2 on fuse block number 2 and fuse 10 on fuse block number one blowing, in my case. This whole scenario gave me some strange symptoms, the dash was flickering, the dash eventually went dark, and my license plate light stopped working.
Btw, Parasitic drain tip: unplug your auxiliary coolant pump if it's broken. It can be shorted internally and draw your system voltage down. To test if it's working, turn the key to the on position and feel for it vibrating. It's important that the pump is functional, so I'd recommend to replace it if you find it it's faulty.
