I went ahead and recorded this in this playthrough because it's nice to document my different battles with Kefka in my challenge playthroughs and see what I learn.
For those who don't know, a NMG or Natural Magic Game is when you play through without using any Espers or Equipment that teach magic. As such, that also means you can't equip things like Force Shield or Paladin's Shield, so you can't reach 128% M. Block. Of course, this is also the GBA version of the game where the Block stat functions correctly.
Note that I'm playing on the fastest battle speed and do not have the wait option on, so I can't abuse using the menu to halt enemies. My characters were all also level 30 and below.
I started off with Gau, Setzer, Gogo, and Strago. Gau was for his Fafnir rage, to have him spam Traveler for good damage. Setzer with Master's Scroll + Fixed Dice for obvious damage as well. Gogo and Strago were must-haves for the tier 2 battle, because without Forcefield, I can't win that battle. My picks after them weren't in any particular important order other than picking Mog fifth as a possible source of healing from Sun Bathe. Of course, it turns out to be important who I chose later on.
I start off with Air Anchor on the right hand, since it dies to instant-death. After that, I just go for damage, and make sure to kill the head first so it doesn't counter with Quake. I wound up having to do this fight a lot due to deaths in the tier 2 battle, or having an essential character die and not getting to revive them in time before the battle ended.
In the tier 2 battle, I get extremely lucky by getting immunity to Fire and Lightning back to back. I had several times where I wouldn't get immunity to either of those in time and get wiped out. Afterwards, I had to make sure to deal damage quickly so that I wouldn't risk anything going horribly wrong. Unfortunately, I wasn't able to save all of my characters from Zombie and lost Gogo.
In the tier 3 battle, my strategy was just to kill the top part first since it heals, and then kill the other part as quickly as I could before it could wipe out my party or use Meltdown. I was convinced that it was over after I got down to just Gau and Mog.
