Testing the tuning range of a cheap snare drum from MusicStore.de, a Fame 14" x 5.5" acrylic snare drum. Costs: € 89 (or $123).
Tuned from low to high, from (around) a 3E to a 3A# fundamental note, tested using a tune-bot.

Switch to HD for best audio quality. Using stock heads, the resonant head was tuned the same (around 400 Hz), only the batter head was tuned from low to high
