Here we have a Stamina Templar Dual Wield/Bow PVE build and Iron Atronach Parse for Scalebreaker.
If you're looking for the vMA Dagger Rotation: youtu.be/DY7yt2Bf2w0
There have been loads of changes across the board for combat in ESO. I would recommend you to read the relevant patch notes.
I am using the Max Stam/Stam Regen food, with 64 points into Stamina for all Stamina Setups in these rotations. This is simply for comparison purposes in this test environment.
This Stamina Templar rotation is with the use of Biting Jabs, everybody's favourite channelled spammable. Other than that, the only class skill that I have used is Empowering Sweep, the ultimate. So there is still a lack of class identity for sure. The use of Maarselok can come at inopportune times, with Biting Jabs being such a long channelled ability, timing for bashes may not always be perfect. I've used Selene's in the video, which is a good alternative to Maarselok, especially for console players. But Maarselok should still be the best overall. My ping got bad on this evening and I didn't have any real incentive to redo it with Maarselok at a later time. I am using 2x Daggers here since there are reasonably few proc Axe Bleed proc chances without the use of Rapid Strikes, and with Biting Jabs not counting and reducing our number of light attacks. There are plenty enough flex spots on the backbar for utility purposes. Restoring Focus is a really good skill which offers sustain and resistances, but in some group situations, it may not be necessary. Circle of Protection, Vigor, Bone Shield etc are some other decent options; whatever is needed.
Gear:
5x Relequen Body, 5x Lokkestiiz (2x Daggers shown here, but 1x Axe 1x Dagger is fine), 1x Master's Bow. (See build screenshot for full details).

Rotation
The rotation here is pretty simple. It is a 10-second rotation because Arrow Barrage, Poison Injection, Rending Slashes and Consuming Trap are each 10 seconds long.
The minimum backbar rotation is: Arrow Barrage - Poison Injection. If you have Empowering Sweep ready, then you can add this to the end of your backbar rotation.
The minimum frontbar rotation includes one cast of Rending Slashes, Consuming Trap and Deadly Cloak. Barbed Trap can be applied dynamically roughly 1-in-2 rotations.
In the remaining time, cast Biting Jabs as much as you can.
Using Deadly Cloak seems to output more DPS than just dropping it for a Fighter's Guild ability and casting an extra Jabs, for those who are interested, but it does seem pretty close either way.
If you wish to use Maarselok, you will need to Bash once every 7 or more seconds to proc its effect.
Proposed Static Rotation:
Start:
Barbed Trap
Arrow Barrage - Injection - Ultimate (if ready)
Rending - Consuming Trap - Deadly Cloak - Barbed Trap (every other rotation) - Jabs x3 (minus 1 for an Ultimate or Barbed Trap cast)
Thanks for reading. Let's hope for better Stamplar days soon!
