Attacks: Surf, Ice Beam, Double Team, Signal Beam
Signal Beam feels out of place on Dewgong, being a Bug-type move with a 75-Base Power. Not sure why it's there, but at least it's not Megahorn. Surf and Ice Beam return, with Ice Beam traded from Aurora Beam, making Dewgong more powerful. Coupled with a high level, facing Dewgong is already challenging, especially when it uses Double Team. Thunderbolts are recommended.
Cloyster

Ability: Shell Armor
Type: Water/Ice

Attacks: Surf, Ice Beam, Rain Dance, Supersonic
Cloyster swaps Hail for Rain Dance, a questionable move since it boosts Electric-type attacks that always hit Cloyster, weak to them. Cloyster may confuse you, power up Surf with Rain Dance, or directly damage with Ice Beam. Protect is thankfully absent.
Piloswine
Lv. 63
Ability: Oblivious
Type: Ice/Ground
Exp: 2160
Attacks: Earthquake, Blizzard, Double-Edge, Rock Slide
Piloswine replaces Slowbro, and despite being a subpar replacement, it has a low speed stat. Piloswine is weak to Surf due to its Ground-type, and Blizzard, a powered-up Ice Beam with slightly lower accuracy, can be annoying. Double-Edge causes recoil damage, and Earthquake is formidable, so keep Electric-types away.
Jynx

Ability: Oblivious
Type: Ice/Psychic
Exp: 1934
Attacks: Psychic, Ice Beam, Attract, Lovely Kiss
Jynx's moveset remains painful. Attract affects male Pokémon, making them attack only 50% of the time. Send out females to prevent this. Use the Poke Flute if struck by Lovely Kiss. Psychic and Ice Beam are straightforward. Oblivious prevents attraction.
Lapras

Attacks: Surf, Ice Beam, Thunder, Psychic
Lapras has an ideal moveset, except for Thund
er, which should be Thunderbolt. At Level 66, Lapras has around 300 HP. Thunderbolt is crucial, and use Pokémon resistant to Lapras's attacks. Dark-types are ideal. Avoid Water-type attacks, as Lapras's ability Water Absorb turns them into HP.
Defeating Lorelei opens the door to the next room.
