Police Report:
Delray Beach, FL. “On 04/29/2021 while on routine patrol, Officer Grubb, Officer Kyotikki and I observed Tony in the 200 block alleyway between sw 11th ave and sw 12th ave. As we drove up, Tony jumped up, dropping a glass pipe with burnt edges and attempted to walk away. I know this pipe to be used to smoke crack through my training, knowledge and experience. I tested the pipe with a NIK test wipe which tested positive for the presence of coke.
Based on the above stated facts, there is probable cause to charge the defendant with possession of paraphernalia pursuant to FSS 893.147.”
