"On July 28, 2021 at approximately 1119 hours I, Deputy Morgante, responded to 1208 Palm Coast Parkway SW 12, Palm Coast, FL 32137 (Harbor Freight) in reference to an animal problem. Upon my arrival, I observed Deputy Cooper and witness, Anthony Duncan, holding black puppies and rushing to place them into Deputy Cooper's seat to get AC. The puppies were panting and severely dehydrated. I also observed numerous dogs and 4 cats in cages in the back of a U-Haul trailer panting, with matted fur and majority covered in feces. As soon as I stepped in the back of the U-Haul to help get the animals out, I felt as if as I was stepping into a sauna and I could smell the odor of feces.
The owners of the animals and the witness attended to the dogs by placing them in cages outside of the U-Haul, pouring water on them and giving them drinking water. I noticed a gray water bucket with water in U-Haul truck close to the entrance of the U-Haul lift gate but no water in any cages with animals. The cats only had wet food in a gray bowl but none of the rest of the animals did. All animals eventually stopped panting and were hydrated enough they did not appear to be on the verge of passing out anymore. The fire department assisted with cooling off the animals.
There were 4 cats and 13 dogs in the back of the U-Haul. Anthony's statement is as follows: ''Upon parking in front of Harbor Freight parking lot a U-Haul truck pulled into the lot as well. As I was walking by the truck I heard what I thought were birds chirping, then when the female that was inside the truck opened the lift gate I noticed numerous dogs and puppies all in distress and panting with their tongues all out. The female then started spraying the dogs with water but it was too hot inside the compartment. I told her it is best to get the dogs out and not to
leave the scene''. Anthony completed a sworn written statement.
Anthony further stated that when they first pulled into the parking lot, Jason and Shawna were parking directly in front of the business in the heat. After Anthony saw that the animals were in distress, he had to direct Shawna to the part of the parking lot with shade. lt should be noted the high on this date was 91 degrees and the low was 73 with 64% humidity. I identified the owners of the animals as Jason Donellan-Sparks and Shawna Doud. Jason was identified with her Tennessee Driver's License and Shawna was identified by her Florida Learner's License.
Jason and Shawna were both read their Miranda rights by Deputy Cooper and both stated they understood their rights and were willing to talk to
law enforcement. Jason and Shawna both stated post Miranda that they left Tennessee at approximately 2100-2200 hours on July 27, 2021 with the dogs in the back of the U-Haul. Jason and Shawna both confirmed that they knew the animals did not have water between the times of 0500-0700 hours, we at least know the animals did not have water for approximately 7 hours.
The Palm Coast Animal Control arrived at Harbor Freight to conduct their investigation. Animal Control Officer Heather stated the maintenance of the animals appeared poor due to matted fur. Heather stated they were extremely dehydrated and she believed if they stayed inside the U-Haul truck any longer they would've died. Heather stated she will fill out a sworn written statement but had to take the animals to the animal hospital for further examination. At the conclusion of my investigation, I had reason to believe both Shawna and Jason committed the crime animal cruelty. Both Shawna and Jason were placed under arrest at approximately 1302 hours and transported to the Flagler County Inmate Facility without incident. Shawna Stated her son was travelling with them and was in the U-Haul Truck. Shawna Stated her mother was coming to pick up her son and Jason's Step-mother will be taking possession of the UHaul and trailer. Photographs were taken of the animals and the conditions of the U-Haul Truck, which will be uploaded to LERMS. "
