Police Report:
“On December 31, 2021 at approximately 2:00am while performing DUI enforcement I was assisting Patrol with attempting to locate a subject that was reported to have been drinking and driving and pulled into Cowboys bar after an argument. While at Cowboy’s I saw Jessica and ran her due to possible warrant. I learned that Jessica had a suspended license and had habitual traffic offender status. While on scene I observed Jessica get into the driver’s seat of a vehicle and head north on US Hwy 41.
I followed Jessica and conducted a traffic stop on the vehicle she was driving in in the area of US Hwy 41 and High Street. It was a gray 2019 Chevy. Once the vehicle was stopped I made contact with Jessica in the driver’s seat. I asked Jessica to step out of the vehicle and went to place her hand restraints. Jessica started to move her hands around but I was able to get her hands cuffed. I escorted her to my patrol vehicle but Jessica attempted to pull away so she could stand at the front of my car demanding that I not arrest her.
I attempted to direct Jessica towards the back of my patrol vehicle, but Jessica again attempted to pull away. At this time Jessica kicked at me and I attempted to escort her towards the back of the vehicle. Jessica continued to resist and I conducted a takedown. While I took Jessica to the ground, she grabbed my genitals and attempted to squeeze. I was able to free myself from Jessica’s grip. Deputy Bines and I stood Jessica up to place her in the back of my patrol vehicle. At this time, Jessica still refused Deputies orders and would not sit down in the back of the car. Jessica attempted to spit in my face. I shoved Jessica into the car and Jessica kicked my chest.
At this time, I gave her verbal commands to get in the vehicle. Jessica refused and I administered a 1 second burst of my agency issued pepper spray to Jessica’s face. She was then secured in the back of the patrol vehicle. While in the back, Jessica attempted to kick the back window but it doesn't appear to be any damage.
Jessica was given some water in attempts to wash her face clean of the excess pepper spray before being transported to the CCJ. I transported Jessica to CCJ without further incident from Jessica. While in the sally port it was discovered that Jessica had a small bag of marijuana in her shirt. It was taken for destruction. Jessica was arrested on habitual DWSLR, Resisting with violence and battery on LEO. Jessica only had redness to her face and I only had a small scratch on my genitals.Photos were not taken due to location of the scratch.”
