The Galveston Historical Foundation launched the Strand Revolving Fund in 1973 to support the revitalization of what was once considered the Wall Street of the South. Beyond purchasing and restoring historic buildings, the organization also increased tourism to the area through events like Dickens on the Strand. Debuting in 1974, the annual holiday celebration reimagines the Strand Historic District as Victorian London, attracting 50,000 annual visitors with three days of live entertainment and roaming costumed performers.
