This fight is pretty much a damage race.
The boss only has 2.85mil HP, and the adds have 250k HP, normally this should be a cake walk.
However, past a certain HP threshold, they hit hard, pretty much guaranteeing 9999 per hit, on you. Not to mention, if they break you, they get their next turn faster and can easily overwhelm you.
The tight turn requirement means you will likely be spamming HP attacks, thus easily getting broken unless a tank is available. But thankfully Zack is pretty much invincible when paired with Rosa.
The second part of the damage race comes from the adds, if not killed in time they will give the boss a regen of 85k HP per turn for 5 turns. This combined with the rather tight turn requirement makes up part of the challenge - to balance your damage between boss and add. If you spend time focusing on the add, you might not make turn requirement. If you focus exclusively on boss, you will have to deal with a hefty regen which may also mean that you won't kill it in time.
That's the reason I brought Lyse here, she has pretty reliable splash damage, and between Zack and Rosa's aura her own damage output is pretty up there as well. Granted, I did have to switch her out for Setzer friend for extra damage and turn delay.
Interestingly, this fight feels like a mix of early chaos and late cosmos in that you are required to do massive damage while dealing with the mechanics of the fight, failing one will lead the fight snowball downhill, fast.

What is friend Quistis doing when Leo is a thing?
The [Action Delay Up] debuff from skill 1, or Turn Rate Down in GL.
While it is not strictly a SPD down, it work in tandem with a SPD down debuff to further slow the enemy down, and is quite useful here.
