What is friend Quistis doing when Leo is a thing?

The [Action Delay Up] debuff from skill 1, or Turn Rate Down in GL.
While it is not strictly a SPD down, it work in tandem with a SPD down debuff to further slow the enemy down, and is quite useful here.

As for the fight proper, this time I went with a Freeze/Delay/Damage setup, pretty straight forward.
