There are three primary locations where these messages can appear:
Taskbar Messages: These appear just above the user's taskbar and remain visible until the user interacts with them (e.g., clicks a button or closes the message). They are ideal for urgent notifications.
Notification Area Messages: These appear as pop-up notifications in the Windows Notification Center and then disappear, similar to standard application notifications. They are suitable for informational, non-disruptive messages.
Get Started App Messages: These messages appear within the "Get Started" app, particularly useful for onboarding new employees or providing essential information during device setup.
How the Policy Works:
The "Enable delivery of organizational messages (User)" policy is found within Intune's Configuration Profiles, specifically under the Settings Catalog profile type for "Windows 10 and later" devices (though primarily applicable to Windows 11).
When Enabled: If this policy is "Enabled," it allows your organization to send organizational messages to the targeted users/devices. Without this policy enabled, even if you create organizational messages in the Microsoft 365 Admin Center, they will not be delivered to the end-users' devices.
When Disabled (or Not Configured): By default, this policy is disabled. If it remains disabled or is not configured, Windows devices managed by Intune will not receive organizational messages. This essentially blocks the communication channel.
Prerequisites for Organizational Messages:
For organizational messages to function, several prerequisites must be met:
Operating System: Devices must be running Windows 11, version 22H2 or later.
Intune Management: Devices must be managed by Microsoft Intune.
Licensing: Your organization needs a license that includes the feature, such as Microsoft 365 E3/E5, or Endpoint Management + Security E3/E5, and Windows Enterprise E3/E5.

Allow Windows Spotlight (User)

Configure Windows Spotlight on Lock Screen (User) (ensure this is not deselected or blocked)
Disable Cloud Optimized Content (ensure this is not enabled, especially for Get Started app messages)
Admin Roles: The administrators creating and approving messages need specific roles (e.g., Intune Administrator, Azure AD Global Administrator, Organizational Messages Manager, or Organizational Messages Writer).
Branding Assets: You'll need PNG logos of specific dimensions for different message types (e.g., 64x64 pixels for taskbar messages, 48x48 pixels for notification area messages).
Custom URLs: Any custom URLs you include in messages must be added to your list of verified Azure AD custom domain names.
