The Jacksonville Sheriffโs Office is releasing details and video from an officer-involved-shooting that occurred on Jillian Drive on Friday, May 2, 2025. The incident details below are preliminary and may evolve as the investigation continues.
This officer-involved-shooting resulted in the death of 58-year-old Norbal Garcia Jr.. On the night of the shooting, a 911 call was placed, with the caller there was a fight in the neighborhood and a man had a knife. Officer D. Zheng was first to arrive on scene. He found Garcia armed with two knives standing by two people crouched against a gate. One person had knife wounds, and the gate was streaked in blood. The officer told Garcia multiple times to drop his knives. Garcia ignored the officer and took steps towards the two people. The officer fired his gun, striking Garcia. Once Garcia was in police custody, officers rendered aid until paramedics arrived to take him to the hospital. Garcia died at the hospital.
The State Attorneyโs Office will independently review the incident to assess the legality of the officerโs actions. Once that is complete, JSO will conduct an internal review to ensure the officer acted within policy. Then, a Response to Resistance Board will convene, and the findings will be submitted to the Sheriff for final review. JSO is releasing this in the interest of transparency. Conclusions on the incident remain pending.
