This is "Cop-Out" for the Amstrad CPC released back in 1986 by Mikrogen and developed by Th. Bizu and R. Tizil.
A simple cross-hair arcade action game.
You control a cop during the prohibition era and fight against gangsters and smugglers.
In each level you must survive for a certain time limit and then you can proceed to the next level.
During this time limit you can shoot the bad guys for extra points as well as birds, airplanes and cars.
The spinning bottle when shot gives you a few seconds of invincibility.
