Project Dogwaffle's PD Howler is a paint program. It does have some tools for more than brush strokes and painting. It does have rectangular tools and ovals. They either fill the designated area with the current fill settings, or they draw a hollow oval, with the current brush and its dozens of parameters, which could include dryout, random position, pressure based changes in size, even music/sound input to affect its appearance and modulation by another 'background' image. You can draw more than a circle with the oval tool.
But can you draw a circle?
This is not a simple "Use the Shift key" trick. But there are many other ways to create a seemingly perfect circle.
