There's one tool that in PD Howler can load Enhanced Metafile files (.emf).

You can find circles and other shapes incluyded with Howler but you might also want to make your own, perhaps for other types of circles, thinner, thicker, filled, with dashed/dotted lines etc...

This will show one way to do it with Inscape
