Shooting the number of long exposures I do I've kinda gotten used to understanding what works with what strength of ND Filters in any given weather situation. But for someone starting out understanding how to figure out adjusted shutter speeds when using ND Filters can be a challenge.
Life is so much easier in the digital age with Apps that are also now run of the mill for figuring out what long exposure shutter speeds should be. That said they are not perfect so one can also turn to charts that have been made that cover most filters and shutter speeds depending on the desired artistic look the photographer is after.
When an App can't cut it I use the following chart:
